Beason: "Empty the clip" On Illegal Immigrants

Alabama GOP Senator Scott Beason wants to "empty the clip and do what has to be done" with regard to illegal immigration.  I assume this is some type of alliteration that I am not familiar with.  All I can think of is if we need a "Red Headed Woman" to do it?
